Okay, I'm traveling to Canada next week. The hotel offers free Wifi,  I have a 4s that I can turn off the Data and Roaming. So, my question Do I still need to purchase an international plan, eventhough the hotel offer free Wifi and my features will be turned off? Thanks

No you don't. Once you turn the roaming features off you are good to go. I still use my iPhone 4 from Japan on wifi all the time .

I like ICall.

Its free, and has all the standard VOIP features you could want.

Worked perfectly in the middle of nowhere(B.V.I) too so I'm sure it would work amazingly in Canada as long as you arent going above St Lawrence.

Well just in case, it's cheap insurance:
you should consider a international call plan tho' if you'll be calling back home or receiving calls.  I was with AT&T when I went, and signed up for their international call plan.  4 or 5.95/mo.  Cancel as soon as you return to the States.
