I WITNESSED THE MOST OUTRAGEOUS DISPLAY OF PUBLIC INTOXICATION WHILE IN PHILLY ON ST. PATRICKS DAY (YES, DAY AND NOT EVEN NIGHTTIME) MANY YEARS AGO.  THAY HAVE ELIVATED IT TO AN ART FORM.  SAW A DRUNKEN WOMAN RAISE HER SKIRT TO URINATE IN A GUTTER OUTSIDE A BAR AT 11:30 IN THE MORNING.  ::)
