If the government takes over private companies that can be communism or socialism. If they take over private industry and don't compensate for the takeover that is communism.  Social programs like food stamps aid for the poor is neither communism or socialism it is called a safety net and has been around since the Greeks and Roman's

There are people who would turn their back on people having 'hard times'.

They won't give them money directly nor support charities that do the ground work.

We even have a bit of that in the USA. The government can give tax breaks to control the means of productions.  They do it all the time with farmers if  we have too much of one crop.
