Yeah that's probably been one of the longest myths in sports history

The runner has to beat the throw or tag. A tie means he didn't do that.  The runner is out.

The NCAA rule says the barrel of the bat has to pass the batter's front hip to be a strike.  Much easier to see than trying to see if it crossed the plate.

Batter doesn’t have chance using that criteria.  Passing home plate seems better IMO
