Doesn't surprise me at all. If a study was done on all the funding withheld from state funded HBCUs it will be in the trillions.

It just goes on and on. The same is true for public education funding. Then we turn around and blame the schools for their issues rather than fighting for what is owed and what is right.

But, you can't explain that to some black people in Alabama. Because, they have been brainwashed.

That would make a huge difference in their endowment
???? Since when can state appropriations be used for an endowment?  Aren't endowments supposed to consist of charitable contributions?

The foundation is a clearing house for all funds, state or donors, coming into the institution. Whatever funds coming in is included in the whole sum.

I always thought state funds were earmarked for specific reasons like new construction, maintenance, etc.  Oh well, you learn something every day.

Here is a copy of SC State Budget plan Summary

https://admin.sc.gov/sites/default/files/budget/FY22%20H240%20-%20SC%20State%20REVISED%203.1.2021.pdf

I can see where some redlining of requests will happen by this Republican legislature and governor. I will be pleasantly surprised if they receive the total appropriation request.
