I had not looked at the "national rankings" in a while.

Turns out that Panama, where my wife and I have lived for 17 years, is:

#38 re: deaths per population  (overall, the world is about #95)
and
#28 re: cases per population   (overall, the world is about #116)

Nothing to brag about too much, but they have avoided the kind of meltdown you see in some of the health systems, including "Death Panels" (Oooops!!!) in "Red States" like Utah, Arkansas and Mississippi.

IMO, one reason for the decent performance in Panama is there is ZERO discernible opposition to mask-wearing (required everywhere in public) and very little anti-vax sentiment, aside from a few American Expats whom I know.

We live in a country where 80,000 to 100,000 people are allowed to fill up stadiums without requiring vaccinations or masking or social distancing.

The political will is just awful here.

The 10th Amendment, which gives states all powers not specifically given to the federal government, allows them the authority to take public health emergency actions, such as setting quarantines and business restrictions.

The president could urge other governors across the United States to issue “stay home” orders following the lead of California and New York, which were the first states to issue such directives. I was referencing states in my response, though Biden hasn't helped matters either.
