2. Not all cities report their crime rates- so some cities could be higher

When whites and blacks commit the same crime blacks are more likely to be arrested because their areas are more heavy policed than white area. eg here in Houston blacks are more likely to be arrested for drug use, but the biggest area of drug use is Belliare and River Oaks( Bush) area of Houston.  The cops would not DARE come in those areas.  And belliare has their own police force, so they can snort Peru.

2.  Blacks are more likely than whites to be convicted of the same crime.


3.  And if convicted blacks are more likely than whites to go to jail for the same crime

Look at felony laws and voting-- there are many crimes that consistute a felony-- but the only ones that would make you ineligible to vote are the felony crimes that most blacks commit. We aint in the s**thole mess by accident.
