Our attendance was nearly 15,000 for Homecoming 10/28/17 in a 10K Stadium.  We were far beyond capacity and sell-out.

Just 4,101 from a sellout

That many were in the parking lot.

Is that a good thing?

Not if they don't have some type of game zone set up where people have to pay

UAPB vs. Southern (16,760)
Grambling *Homecoming* vs. Texas Southern (18,350)
Alabama State *Magic City Classic* vs. Alabama A&M (61,221)

I was at the Grambling homecoming game and that looked about right for the folks inside, but in and around the tailgate section looked like an additional 15,000. They would have larger numbers and revenue if they charge per person if they enter the tailgate area.

Yep.  PWIs have been doing it for years.  Tuskegee is one of the HBCUs I first noticed doing it.  When N.C. A & T implemented the "Game Zone" a few years ago I thought its about time but folk bitched like hell.  Now you hardly hear anyone complaining about it.

Concur.  Though I know many did pay anyway, we know that many didn't. They missed a good one to boot.  Either way they @$$es need to be inside during the game.
