You can't have an immediate surge in Afghanistan because of the terrain and the lack of infrastructure that was present in Iraq.  Remember Iraq is a modern society, Afghanistan is still in the 2nd century.

ADDITIONALLY, the surge wasn't the thing that quelled the violence in Iraq anyhow. It was the Anbar Awakening, and the bribing of former combatants.

And don't forget that, in Af'stan, not much happens in the way of fighting in winter anyway.
